A potion of speed increases the movement && combat capability of the imbiber by 100%.

Thus, a movement rate of 9 becomes 18, and a character normally able to attack but once per round would gain double attacks in a round.
Note that this does not reduce spell casting time, however (cf. haste spell).
Use of a speed potion ages the individual by l year.
The other effects last for 5-20 rounds, the aging is permanent.

Well...

I suppose that the Drow ambidexterity would extend to hand-thrown missiles, so you were not off base there.
An ambidextrous character can attack twice, yes, but of course that means no shield, and a penalty on the second attack is usual, eh?
You were well out in left field though claiming speed potions were cumulative.
I can't blame you, though, as I have attempted to bulldoze GMs in like manner when i was power gaming <paranoid>

Realistically, a drow character would care about losing 1% of his lifespan on a regular basis, don't you think?

Actually, I had only meant for this muti-speed thing to be a sort of "secret weapon".
Afterall, where was he to get replacements for the spent potions on a regular basis?
Hence, it was only ever used once.

I had the wish spell in mind, a 10-year aging effect.
and single-use with a year lost would not be a factor to any adventurous, long-lived demi-human, I agree,

The weapon is + 1 to hit && damage.

It the weapon is a bow (bows, crossbows, and pellet
bows), the weapon allows the user to fire at double the normal fire rate. Furthermore, the weapon automatically
pocks or cocks itself, allowing the user to automatically fire one shot first in the melee round. If surprised, the
character is unable to react quickly enough. However, in situations of complete surprise, the character is able to
fire one shot in the second segment. If the weapon is a throwing weapon, it virtually leaps from the character's
hand and darts towards the target at incredible speed. At the beginning of any round that the character has the
weapon in hand, he may automatically make the first attack, provided he throws the weapon.
For martial arts weapons, {SPEED} allows the character to make twice the normal number of attacks
allowed by the martial arts style when fighting with the magical weapon. The character must know a martial
arts style that teaches the use of the weapon to gain this benefit.

Crossbow of Speed allows its possessor to double the rate of fire normal for the weapon.

If it is grasped, the crossbow of speed will automatically
cock itself. In surprise situations it is of no help, but in complete surprise
situations the held crossbow will enable its user to fire in the 2nd segment
portion. Otherwise, it allows first fire in any melee round, and end of
round fire also, when applicable.
10% of these weapons are heavy crossbows. <acct. for hand crossbows>
The weapon has a +1 bonus.
